Vaping is legal for adults in Dubai and the rest of the UAE, but it is regulated, taxed and restricted in public places. Since new national standards took effect in 2019, e-cigarettes, e-liquids and related devices can be sold in the UAE if they meet those standards and the seller is licensed. The restrictions that matter most to a customer are the age limit, the places you cannot vape and the rules around bringing devices into the country.
Is vaping legal in Dubai?
Yes. UAE standards introduced in 2019 brought e-cigarettes and e-liquids into a regulated market. Before that, the law was unclear and sales were inconsistent. Now devices and liquids are meant to be registered and approved before sale, labelled to national standards and taxed. Buying from a UAE-based retailer is the normal route.
What is the legal age to vape in the UAE?
Sellers cannot sell tobacco or nicotine products to minors, and tobacco control rules treat under-18 as the baseline. Our website requires you to be 18 or older to enter, and riders can ask for Emirates ID or a passport on delivery. If you are under that age, do not order.
Where you cannot vape in Dubai
In general, vaping is treated like smoking in public. That means it is usually not allowed in:
- shopping malls and most enclosed public spaces
- restaurants, cafรฉs and hotels except in designated smoking areas
- public transport, including the Metro, buses and taxis
- workplaces, schools and healthcare buildings
- many parks, beaches and public squares where signs say so
Designated smoking and vaping areas exist, but not everywhere. Look for signs, ask staff and do not assume. Fines for breaking local rules have been reported and can be significant, so it is worth checking before you light up.
Can you bring a vape into the UAE?
Travelling with vapes is the part that catches people out. Customs rules for carrying devices and e-liquids have changed over the years and are not the same as the rules for buying locally. Check the Dubai Customs or Federal Authority for Identity, Citizenship, Customs and Port Security guidance before you fly, or buy from a UAE retailer after you arrive.
Tax and authenticity
Electronic smoking devices and e-liquids are subject to a 100 percent excise tax in the UAE, which is why the prices can look high compared with other countries. Heated tobacco products, including IQOS TEREA sticks, must carry a digital tax stamp. A product without the right markings, or priced far below the market, is a warning sign.
